Our waitlist is first in, first out according to the time of the guest's first RSVP.
For example, Going -> Maybe -> Waitlist would use the first RSVP time (when they originally said Going) to determine that guest's rank on the waitlist.
Hosts can always override the event's waitlist capacity and mark someone as going.
